This is a rigid polyethylene arrow tube that telescopes to length, with a shoulder strap. It is a transport and storage case rather than a quiver you draw from on the shooting line.
Arrows survive transport badly, and the part that fails is never the shaft. It is the fletching. Vanes get crushed under a bag in a car boot, bent by being stuffed into a pack, or torn against something sharp. A bent vane changes how the arrow steers and puts it consistently off the group – and because the damage is small and at the back of the arrow, people usually blame their form for weeks before spotting it.
